Then go to edit: transform: rotate and rotate that petal to fit in the open spot. Now we have the base petals set. Lets merge down the layers. Go to layer: merge down. Repeat this one more time so all the petals are on the same layer. Now with the burn tool, and lightly burn the center of the flower. Now with the dodge tool, lightly dodge the outer edges of the flower.
